The challenge
Where this started
Tom Anelli & Associates is an established DWI defense practice serving six upstate New York markets: Syracuse, Albany, Rochester, Binghamton, Watertown and the Hudson Valley. Roughly 49 counties, one intake team, one main phone line.
We took over the Google Ads account in June 2026. It was spending real money and reporting conversions, but the conversions didn't mean much.
The account was losing a large share of auctions on its most important searches, not because bids were too low but because the account's structure and ad relevance were weak. Budget was leaking to people researching DWI law rather than looking to hire a lawyer, and the negative keyword setup blocked some useful traffic while missing obvious waste.
The conversion data was worse. Old tags were counting an internal form that staff used to enter phone leads, so the firm's own data entry looked like marketing results. An outside CRM integration was quietly overwriting the account's tracking template. The only conversion reaching Google was a phone call. Whether that caller hired the firm never made it back at all.
For a DWI practice, that gap matters more than most. A retained case is worth far more than the call that started it. When the ad platform can't tell the two apart, it optimizes for whichever is cheapest to produce.

Clicks and calls still matter. They tell you the ads are reaching people in trouble in the right counties, and we watch them daily.
But a law firm gets paid when someone retains. So we rebuilt the account's measurement around three events, each sent to Google Ads from Scoutflow CRM:
- Lead Created — any new inquiry, whether a call, a text or a form.
- Qualified Call — a connected call over 60 seconds from someone who isn't already a client.
- Retained Client — the case is signed, sent with its value.
Those three are now the only primary conversions on the search campaigns. Everything else was demoted or removed, including a built-in call action that was double-counting ad calls.
Every send carries the click ID when there is one and securely hashed contact details when there isn't. That second path matters: people who text first, or call from a Google Business Profile listing, never carry a click ID. Hashed matching lets Google connect many of them back to the ad anyway. We also backfilled 52 historical retained clients so Google had real outcomes to learn from on day one, and built retractions so a case marked lost is pulled back out of the data.
Cases are sent with values, not just counts, so the bidding learns which searches bring the cases the firm wants most.
Google used to be told a phone rang. Now it's told who hired the firm, and what the case was worth.
The results
More qualified callers. Lower cost per caller.
A 7% increase in ad spend brought 24% more qualified callers, each one costing less.
In the most recent 30 days, compared with the 30 days before it:

Ad spend increased 7%. Cost per qualified caller fell 13.5% overall, including a 16% decrease on paid search.
Spend rose a little. What it bought rose a lot more. Ads now drive nearly six in ten of the firm's qualified callers, up more than four points in a month, and nearly two in three of all callers now qualify.
More budget usually means more expensive leads. Here, a 7% budget increase brought 24% more qualified callers, each one costing less.
The same tracking also settles strategy questions with evidence. When we test a new campaign structure, the winner is decided by which one produces qualified callers and retained clients, not which one produces the cheapest clicks. That's the kind of decision that used to be made on instinct.

Call tracking by channel and market
22 tracking numbers, all ringing the firm's main line: a dynamic pool on the landing pages, plus dedicated numbers for ad call extensions, each Google Business Profile market and Local Services Ads. Every caller is tagged automatically with channel and region, and calls over 60 seconds are marked qualified. Nobody has to remember to label anything.
Landing pages built for the case, not the firm
Paid traffic now lands on a dedicated subdomain instead of the main website, with pages for each case type: first-offense DWI, felony DWI, CDL DWI, DMV refusal hearings, conditional and suspended licenses, plus free consultation, contact, and results and reviews. The same pages serve as ad sitelinks, which lifts relevance and Quality Score. Moving the lead form off the main site also stopped staff entries from inflating the numbers.

The Google Ads campaigns were reorganized so each type of case gets its own tightly matched ads and landing page, which raises relevance and lowers what the firm pays to show up.
A negative keyword system, not a pile
Wasted searches are blocked through organized shared lists, and an automated weekly sweep catches new waste as it appears. The rule it never breaks: people looking to hire a DWI lawyer always get through.

Scoutflow CRM and intake
Every call, text and form becomes a contact and an opportunity in one pipeline: New Inquiry, Strategy Call Scheduled, Strategy Call Completed, Retained. Stale leads close out automatically, and missed calls sit on each contact record so intake can work them by name.
Live reporting
A custom dashboard lives inside Scoutflow CRM, where the team already works. It shows total vs. qualified calls, ad spend and impressions by channel, with Local Services and paid search spend broken out separately. Any date range, month over month, with no waiting on a monthly deck.
